MI House holds hearing on electoral system

LANSING, MI (AP)--   A debate over dividing Michigan's electoral votes among presidential candidates is resuming in the Legislature. 

A House panel on Tuesday will hold its second hearing in weeks on legislation to move the state away from a winner-take-all presidential election system.
A Republican-sponsored bill would give at least nine of Michigan's 16 electoral votes to the top vote getter, while the second-place finisher could win up to seven depending on the race's closeness.

Some Republicans say the move would make Michigan relevant again, while Democrats say it's election rigging. Republican Gov. Rick Snyder has questioned the need to make a change now.

Legislators also plan to hear testimony from a proponent of entering Michigan in an interstate agreement to award its electoral votes to the winner of the national popular vote.
